(HBO) – Ahead of the 14th National Assembly and all-level People’s Council elections for 2016-2021, leaflets defaming local officials and members of the Communist Party of Vietnam were spread in Mon hamlet of Phuc Tien commune, Ky Son district, the northern mountainous province of Hoa Binh.

Relevant forces collected 29 leaflets in communal houses in Doan Ket I, Doan Ket II and Mon hamlets, and eased the situation before the elections. This represents Ho Chi Minh’s desire for efficient mass mobilisation, to listen to and respect the people’s voice.

As the district lies next to the city and has advantageous terrain, Ky Son has several investment projects, such as the Hoa Lac – Hoa Binh city route project and Mong Hoa and Yen Quang industrial parks, among others. Therefore, conducting mass mobilization to ensure democracy in land compensation is a top priority. The district has established a steering board for land clearance led by the district’s party committee secretary.

Nguyen Quang Tuan, vice chairman of the council for compensation and resettlement support of Ky Son district said that policies and documents related to land compensation were disseminated to locals through district loudspeakers, seminars and documents.

The Land Law and implementation guiding documents, especially their articles on land revoking, compensation and site clearance, were disseminated to local people for further discussion and consensus.

For each project, the district authorities requested the investor to inform the implementation process and details of land use for local people. Land withdrawal was performed with correct procedures, ensuring people’s rights.

The district revoked 401ha of land in site clearance and paid 516.2 billion VND (22.8 million USD) in compensation in 2010-2015. It also handled 89 letters of complaint on site clearance and helped about 3,750 people find new jobs.

In 2016, the district withdrew 14.74ha of land and paid 52.1 billion VND (2.3 million USD) in compensation.

Nguyen Van Thinh, head of the Dan Phuong hamlet, Mong Hoa commune (Ky Son district) said that 26 households in the hamlet had their land revoked for the Mong Hoa Industrial Park. Some of them initially declined to relinquish their land.

After meeting with leaders of the commune and members of the steering board for land compensation, all households agreed with the site clearance plan for the project.

Another significant issue for the district is to ensure rights of people who had made great contributions to the nation. The district has spared no efforts to provide information on policies for wounded soldiers, martyrs and people who served the nation.

Currently, there are 539 people receiving monthly allowances, including 122 war invalids, 51former sick soldiers and 202 victims of toxic chemicals. The district has to date received no letters of complaint on this issue.

Nguyen Huu Hieu, Head of Ky Son district Party Committee’s Mass Mobilisation Commission noted that the participation of all State agencies in mobilising people’s resources satisfies the people and promptly addresses difficulties.

With the flexible implementation of President Ho Chi Minh’s thinking, there was no group complaint over the years. The locality’s security and order have been ensured, facilitating people’s production activities.

The Hoa Binh provincial People’s Committee held its monthly conference in virtual form on April 2 to review draft documents to be submitted to the standing board of the provincial Party Committee and others under its management along with some other important issues.
