A delegation of Laos’ Houaphanh province led by Khampheng Saysompheng, a member of the Lao People's Revolutionary Party Central Committee, Secretary of the provincial Party Committee and Governor of Houaphanh, has paid a visit to Hoa Binh province to extend their Tet (Lunar New Year) greetings to the local Party organisation, administration and people.

The high-level delegation of Houaphanh province and leaders of Hoa Binh province visit the revolutionary historical relic which was a political training site and the venue for a preparatory meeting of the Second Congress of the Lao People's Party, now the Lao People's Revolutionary Party (LPRP).

During the visit, the Hoa Binh provincial People's Committee in collaboration with Houaphanh province organised a ceremony to award the first-class Development Order to the Hoa Binh provincial People's Committee, the second-class Labour Orders to two collectives and five individuals, the third-class Labour Orders to four individuals, the Labour Medals to five individuals, and certificates of merit to three collectives for their outstanding achievements in implementing the project to build the Houameuang High School in Houaphanh province from 2019 to 2024.

This project, funded with non-refundable aid from the Vietnamese Government to the Lao Government, were implemented by the Hoa Binh provincial People's Committee and the Houaphanh provincial administration.
 
After nearly four years of construction, the school was completed and handed over for use on June 3, 2024. The project had a total investment of 156.2 billion VND (6.18 million USD), comprising 126.6 billion VND from the Vietnamese Government and 29.6 billion VND from its Lao counterpart. This facility demonstrates effective investment, meeting the teaching and learning needs of the school's teachers and students.

Nguyen Phi Long, alternate member of the Party Central Committee and Secretary of the Hoa Binh provincial Party Committee, shared his impressions of the warm sentiments from the leaders and people of Houaphanh during a high-level Hoa Binh delegation's visit to attend the inauguration and handover ceremony of the Houameuang High School. At that event, the Hoa Binh leaders presented 10 computer sets to the Houameuang district People's Committee, three solar water heating systems, 30 sets of blankets and pillows, and 50 scholarships each worth 1 million LAK to the school. These gifts reflect the heartfelt concern, support, and sentiment from Hoa Binh province, with the hope that the youth of Houaphanh can study and develop in better conditions.
 
Bui Duc Hinh, Standing Deputy Secretary of the provincial Party Committee and Chairman of the provincial People's Committee, affirmed that Vietnam and Laos can be proud of the formation and development of theỉr special relationship, which expresses the two peoples' earnest aspirations for solidarity and comprehensive and sustainable cooperation. This has been consistently reflected throughout historical periods, leading to the victories of Vietnam and Laos in their struggles for national independence and efforts to develop the countries and move towards socialism together.

He added Hoa Binh province always wishes to continue developing the tradition of solidarity, close-knit ties, equality, friendship and pure international spirit, and strengthening cooperation between Vietnam and Laos, as well as between Hoa Binh and Houaphanh.
