Lac Son district is reorganising and streamlining its organisational apparatus and the contingent of officials, civil servants and public employees in line with Resolution 18 issued by the 12th Party Central Committee.

various local agencies.
The district People's Council for the 2021-2026 tenureconvened its 19th
session in the first working week following the Lunar New Year holiday,
focusing on streamlining and restructuring the local apparatus. Delegates
reviewed and approved a proposal and issued a resolution on the reorganisation
of the district administration's structure.
Later, the district Party Committee, People's Council, and People's Committee
announced decisions regarding the restructuring of agencies and personnel
appointments. Key changes included the merger of the district Party Committee's
Board for Information and Education and Board for Mass Mobilisation, the
reorganisation and establishment of various administrative bodies under the
People's Council and People's Committee. Additionally, decisions were issued on
personnel transfers and appointments, and the dissolution and establishment of
Party cells under the district Party Committee.
Following its reorganisation, the district People's Committee now has 10
specialised departments, including the Office of the district People's Council
and People's Committee, and the Divisions of Internal Affairs, Justice,
Finance-Planning, Economy-Infrastructure-Urban Development,
Agriculture-Environment, Culture-Science-Information, Education-Training,
Ethnic and Religious Affairs, and Inspection.
Secretary of the district Party Committee Hoang Duc Chinh said from 2017 to
2024, the district reduced five commune-level administrative units, one
specialised office at the district People’s Committee, and 22 villages, hamlets
and residential clusters.
Currently, agencies and units are swiftly adapting to the new organisational
model, with newly appointed officials actively taking on their responsibilities
to stabilise operations, foster solidarity and democracy in task delegation and
follow assigned functions and missions.
Chinh stressed that the restructuring and
streamlining of the organisational apparatus aim to build a lean, efficient and
effective political system, enhancing the Party’s leadership, governance
capacity, and combativeness. Units are focusing on directing thorough reviews
and meticulous preparations for personnel appointments ahead of Party congresses
at all levels, guided by the spirit of innovation and youth leadership. Efforts
include capturing officers’ aspirations, promoting the pioneering and exemplary
role of Party members, and encouraging officers eligible for early retirement.
Officials are being screened to ensure continuity, renewal and continuous
development in personnel work, in accordance with the Politburo’s Directive No.
35-CT/TW.
In mid-May, the provincial Museum organised an exhibition named "Duoi la co Dang Cong san Viet Nam quang vinh” (Under the flag of the glorious Communist Party of Vietnam). A delegation from Hoa Binh province led by Colonel Trinh Duc Thiem, Commander of the provincial Military Command, completed a mission to visit and encourage officers and soldiers stationed on Truong Sa and a DK1 platform from May 20 to 26 as part of activities of the Vietnam People’s Navy. The delegation included 12 senior officials from various provincial agencies and units.
Storytelling and painting contests honouring President Ho Chi Minh have been held at the Hoa Binh provincial Youth Activity Centre.
The Hoa Binh provincial People's Committee held a gathering at the provincial Military Command headquarters on May 20 to commend the armed forces that took part in a military parade celebrating the 50th anniversary of the Liberation of the South and National Reunification on April 30.
Throughout his revolutionary life, Uncle Ho visited Hoa Binh province four times. He also sent dozens of letters, telegrams, greeting cards, and heartfelt messages to local officials, Party members, and people of all ethnic groups, urging them to remain united, support one another, strive for progress, and actively engage in both production and resistance efforts to build a prosperous homeland.
To unlock the full potential of its forest resources, the standing board of the provincial Party Committee on July 30, 2020 issued a Resolution on the sustainable development of production forests through 2025, with a vision toward 2030.
