A delegation from the Standing Board of the Party Central Committee (PCC)'s Secretariat led by Tran Quoc Vuong, member of the Politburo and standing member of the PCC's Secretariat, held a working session on March 8 with the Standing Board of Hoa Binh Party Committee on the mid-term outcomes of the implementation of the resolution adopted by the 15th provincial Party Congress of the 2015-2020 tenure.


Hoa Binh officials attending the working session included Bui Van Tinh, member of the Party Central Committee, Secretary of the provincial Party Committee; Tran Dang Ninh, Standing Deputy Secretary of the provincial Party Committee and Chairman of the provincial People's Council; Nguyen Van Quang, Deputy Secretary of the provincial Party Committee and Chairman of the provincial People's Committee.

After 3 years implementing the resolution, the province has achieved six targets. Meanwhile, if Hoa Binh manages to maintain the current development pace, it will complete and surpass nine other goals by 2020. Drastic breakthrough measures are needed for the province to fulfil the remaining five targets in 2020.

 Addressing the working session, provincial Party Committee Secretary Bui Van Tinh analysed the specific characteristics of the province and made proposals related to policies and mechanisms.

 He asked for the on-schedule allocation of annual ODA capital in line with signed agreements, and the central budget’s support equivalent to 50 percent of the cost for the construction of Hoa Binh Bridge 2. He proposed that the PCC allow the provincial People's Committee to work with Taiwan donors on borrowing ODA for the construction of Hoa Binh 4 Bridge, thus facilitating the province’s growth.

 Concluding the session, Tran Quoc Vuong praised the achievements that Hoa Binh province has gained in Party building and socio-economic development. He asked the province to review, evaluate, and seek solutions to achieve the set targets, especially those in economy. In particular, the province should look for ways to make the best use of its advantages of its location in the capital region and strong cultural identity, and focus on developing tourism, industry and services, he said.

 Tran Quoc Vuong suggested that the province deploy measures to improve its business environment, reform administrative procedure, remove difficulties facing businesses, support start-up, and attract investment. Hoa Binh should also boost agricultural development and build new-style rural areas, he said, adding that the province should pay special attention to Party building and the construction of a strong and pure political system.
