On April 26th, the Steering Committee for completing the standards to establish Luong Son town of the province held a conference to evaluate the progress of implementing the standards to establish Luong Son town. Mr. Nguyen Van Toan, the Vice Chairman of the Provincial People's Committee, the Head of the Steering Committee chaired the conference.


Mr. Nguyen Van Toan, the Vice Chairman of the Provincial People's Committee and the working group were inspecting the progress of a number of projects in Luong Son district.


Up to this point, Luong Son district has basically achieved the town-level urban standards, including the population size, the natural area, the affiliated administrative units, the structure and level of socio-economic development. The district still has 3 unmet criteria that need to be improved: the ratio of the number of wards to the total number of town-level administrative units; being recognized as an urban area of class IV and the rate of non-agricultural labor in the urban area. According to the roadmap, by 2024, the district will complete the tasks and general planning project of Luong Son urban area and submit it to the Ministry of Construction for the appraisal; Establishing a development program for Luong Son urban area and focusing on implementing the investment priority projects and perfecting the town's criteria. In 2025, they prepare a project to establish Luong Son town and 6 wards and report to the Provincial People's Committee to submit to the Government.

At the conference, the People's Committee of Luong Son district raised difficulties and obstacles, especially the land use planning and urban planning do not coincide, affecting land management and attracting construction investment in the locality. The quiet real estate situation causes difficulties for the budget collection. The construction progress of some key projects in the district is slow due to the problems with land and capital. The water supply, drainage, waste treatment systems... are lacking and do not operate effectively.

Luong Son district has recommended and proposed that the Provincial People's Committee and the appropriate departments and branches accompany the district in reporting and explaining the Government Office's approval of the tasks of Luong Son urban general planning, zoning planning, land use plan, reviewing and updating the planning maps. It is necessary to speed up the implementation of key projects such as the regional link roads, Luong Son - Xuan Mai town route, Nhuan Trach industrial park, housing projects, renovating and upgrading the national highway 6... It is recommended that the departments have mechanisms to mobilize the capital and resources to invest in public works at the town level. It is also important to accelerate the collection of land use fees and calculate land use fees such as the oil and gas ecological urban area, the investors in the East of Truong Son ecological urban area, Lam Son luxury resort housing area, and Thung Nham residential area in Thung Lung Nu Hoang….

Making a conclusion speech at the conference, the Vice Chairman of the Provincial People's Committee proposed that in the coming time, Luong Son district put effort so that the communes would become the ward-level administrative units. It is necessary to pay attention and mobilize the investment to plan waste collection points and build waste treatment plants. It is necessary to upgrade the district’s and commune’s and town’s roads, opening more vertical and horizontal axes to serve the domestic and foreign connections; developing the urban areas and residential areas towards the green and ecological urban areas. It is recommended paying attention to the urban planning, especially the planning for trees and markets... They have mobilized and concentrated the resources to speed up the implementation of key projects such as the road connecting Luong Son town - Xuan Mai , Tran Hung Dao street to Luong Son district center, the raod of Sub-zone 6 in Luong Son town, Luong Son district’s stadium; the embankments to prevent landslides, dredging and reinforcement of Bui River; parks, squares and Luong Son district’s conference center...
