Secretary of the Hoa Binh provincial Party Committee Nguyen Phi Long held that it is important to identify focal tasks during the steering, governance, and implementation of the national target programme on socio-economic development in ethnic minority and mountainous areas. In particular, focus should be placed on housing assistance, life stabilisation, livelihood creation, development of social infrastructure, especially transport facilities, and cultural, healthcare and educational issues.

The official, who is also an alternate member of the Party Central Committee, made the remark on November 17 while chairing a teleconference on stepping up measures for implementing the national target programme on socio-economic development in ethnic minority and mountainous areas for 2021 - 2025.

Set by the Prime Minister, the programme’s target for Hoa Binh in this period is to lift 33 communes out of the status of being particularly disadvantaged, reduce 50% of the particularly disadvantaged hamlets, and bring down the household poverty rate in the province’s ethnic minority and mountainous areas by 2.5 - 3% annually.

According to the implementation plan, the province needs more than 9.69 trillion VND (400.9 million USD) for the programme during 2021 - 2025. However, the sum allocated and to be allocated to Hoa Binh by the Government for the period is just over 2.79 trillion VND, meeting 28.82% of the demand. From 2022 to October 31, 2023, nearly 417.76 billion VND from the central budget was disbursed.

Thanks to the attention and strong directions from all-level Party committees and administrations, the programme has substantially helped stabilise the life of residents in ethnic minority areas. As of the end of 2022, eight communes in the province had completed building new-style rural areas and got out of the status of being particularly disadvantaged.

However, with the allocated resources and the current context, it will be hard for Hoa Binh to lift another 25 communes from the said status between now and 2025, heard the meeting.

At the event, officials pointed out certain problems in the programme implementation.

In his remarks, Secretary Long said the national target programme on socio-economic development in ethnic minority and mountainous areas is a highly humanitarian one which has helped improve the material and spiritual lives of ethnic minority people. But only three localities have managed to disburse over 50% of the planned capital, and seven others less than 50%.

To reach the capital disbursement target for 2023, all-level Party committees and administrations must give strong directions while district-level authorities must not take the excuse of mechanism and policy-related difficulties as the reason for their slow implementation of projects, he noted.

The official stressed that in the coming time, it is necessary to further enhance the Party’s leadership over the programme implementation, increase communications to raise all-level Party committees and administrations’ awareness as well as people’s consensus and support for the programme, tackle difficulties and bottlenecks, assign detailed tasks to each agency, and continue bringing into play the role of the Vietnam Fatherland Front and socio-political organisations in monitoring the programme implementation.
