Nguyen Trong Nghia, Secretary of the Party Central Committee and Chairman of the Party Central Committee’s Commission for Information and Education, has delivered an important speech at a recent conference on the implementation of a plan to conserve and promote the values of the Muong ethnic group’s culture and the Hoa Binh Civilisation in Hoa Binh province.



In his remarks, the official said Hoa Binh is a mountainous province serving as a gateway of Hanoi capital and the northwestern region. It is also home to a large population of Muong people and also the cradle of the Hoa Binh Civilisation.


Basing on the resolution of the 17th provincial Party Congress, he noted, the provincial Party Committee’s Standing Board issued a resolution on the conservation and promotion of the cultural heritage values of ethnic groups in Hoa Binh for the 2021 - 2025 period, with orientations towards 2030. The resolution identified focal tasks and breakthrough steps needing to be performed to help carry out the Party Central Committee’s relevant viewpoints and policies. In particular, the province launched a plan on the conservation and promotion of the values of the Muong ethnic culture and the Hoa Binh Civilisation for the 2023 - 2030 period.

Nghia lauded efforts and significant achievements obtained by the Party organisation, administration, and people of all ethnic groups in Hoa Binh in the recent past, especially those related to cultural and human development.

He noted the plan on the conservation and promotion of the values of the Muong ethnic culture and the Hoa Binh Civilisation holds great significance. To fruitfully carry out this plan to create momentum for local socio-economic development and help to successfully implement the resolutions of the 17th provincial Party Congress and the 13th National Party Congress, the province’s Party organisation, administration, and people need to keep properly performing certain tasks in the time ahead.

First, the Commission Chairman said, they need to thoroughly grasp President Ho Chi Minh’s thought and the Party’s viewpoint on culture, enhance the Party’s leadership over the field, and closely connect the plan with the Hoa Binh cultural and human development tasks.

Second, they need to pay due attention to better ensuring the harmony between the conservation and promotion of cultural heritage values during the implementation of this plan and the cultural and human development tasks of Hoa Binh.

Third, it is necessary to keep reforming mindset and improving the state management over culture, including the conservation and promotion of cultural heritage values in the province.

Fourth, Nghia asked Hoa Binh to increase resources for investing in the conservation and promotion of cultural heritage values of local ethnic groups. And,

Fifth, he underlined the importance of active cultural integration into the world and the development of culture for external affairs. The province needs to continue bringing into play the values of Mo Muong and the Hoa Binh Civilisation, two major cultural heritages, to compile dossiers seeking UNESCO’s inclusion of these elements in the list of the world’s cultural heritage.

The official said the conservation and promotion of tangible and intangible cultural values of all ethnic groups play a pivotal role in cultural and human development to meet the demand for fast and sustainable development. It is an urgent and also strategic and long-term task.

He expressed his belief that the Party organisation, administration, and people of local ethnic groups will make significant breakthroughs in the implementation of the plan to uphold and bring into play the values of the Muong ethnic group’s culture and the Hoa Binh Civilisation, thereby contributing to fast and sustainable development in the province.
