"Emulation is patriotic, those that are patriotic must emulate. And those who emulate are the most patriotic ones,” President Ho Chi Minh once said. This guiding principle has long served as a driving force for widespread emulation movements, fostering socio-economic development across Hoa Binh province.



At the one-stop administrative centre in Ky Son ward, Hoa Binh city, staff are committed to streamlining procedures and enhancing efficiency.

As the political, economic, and social hub of the province, Hoa Binh city has embraced the spirit of patriotic emulation. Under the 2024 theme, "Strengthening discipline, enhancing responsibility, taking decisive action, and fostering innovation," local agencies have launched emulation movements across various sectors, achieving remarkable results.

The city has successfully met its goals for new-style rural development and has been officially recognised as a tier-2 urban area under Hoa Binh province. In 2024, the city's economic growth rate reached 12.3%, up 0.3% from 2023. The total industrial and handicraft production value exceeded 15.28 trillion VND, marking an 18.62% year-on-year increase. Local budget revenue was estimated at 1.74 trillion VND, reaching 133.9% of the 2023 figure. Meanwhile, the per capita income hit 100.98 million VND, meeting the set target.

Luong Son district, a key economic driver in the province, has also made significant strides through its emulation movements. In 2025, alongside other localities, the district will implement a well-structured emulation and commendation plan with specific and practical objectives.

Doan Tien Lap, Chairman of the Luong Son district People's Committee, said emulation efforts in 2025 will be closely aligned with concrete action plans tailored to local conditions, ensuring the successful fulfillment and even surpassing of key socio-economic and security-defence targets.

Throughout Hoa Binh province, the provincial Party Committee and People’s Committee have effectively implemented the Party’s policies and the State’s laws on emulation and commendation. Authorities at all levels have collaborated with the Vietnam Fatherland Front committees and socio-political organisations to launch diverse and impactful movements.

Alongside nationwide emulation initiatives launched by the Prime Minister, the province has introduced thematic campaigns tailored to local conditions. These movements have gained widespread participation, energising both officials and citizens. Special attention is given to recognising and rewarding grassroots-level contributions, particularly among workers, farmers, and labourers.

In 2024, the Chairman of the provincial People’s Committee recognised 45 exemplary collectives, households, and individuals for their outstanding achievements. Additionally, the fourth provincial emulation model honouring ceremony celebrated 82 role models from 2023 to 2024, with plans in place to further promote and expand these success stories in 2024.

Despite numerous challenges over the past year, the province successfully met and exceeded all 19 socio-economic targets, thanks to the concerted efforts of government agencies, local authorities, businesses, and citizens.

Deputy Secretary of the provincial Party Committee and Chairman of the provincial People’s Committee Bui Duc Hinh affirmed that the goals set for 2025 are ambitious. However, by effectively organising patriotic emulation movements, inspiring proactive engagement, and harnessing the collective strength of national solidarity, the province is well-positioned to achieve its development objectives, he noted.
