(HBO) – In 2021, Hoa Binh faced various obstacles in implementing the national target programme on building new-style rural areas, as the COVID-19 pandemic delivered heavy blows to the consumption of agro-products, especially staples.

Although supervision on the work was affected, and localities encountered difficulties in mobilising resources, the province completed all targets set in the programme thanks to efforts' the political system and people’s consensus.

Cao Son commune (Da Bac district) was recognised as a new-style rural area late February. The commune is facing difficulties particularly in socio-economic infrastructure.

After more than 10 years of the new-style rural area building programme, Cao Son raised over 359 billion VND (15.7 million USD) to build works and production models. All major and intra-roads have been concretised and the constructions of irrigation network, electricity, schools, health clinics and clean water have begun.

Similarly, Bac Phong commune (Cao Phong district) recently received the new-style rural area status. Vice Chairman of the provincial People’s Committee Bui Xuan Thiet said the national target programme has been favoured by local officials and residents.

The province devised specific plans for each year and the subjective role of people was highlighted.

The commune raised nearly 262.9 billion VND, seeing a remarkable contribution by local people. Of note, in the 2017-2021, nearly 90 families donated land lots of about 5,000ha to build public works, including the expansion of roads.

Last year, Hoa Binh raised over 2.19 trillion VND for implementing the programme, from which various essential constructions were built. Nine more communes earned the new-style rural area title, bringing the total to 65 out of 129.

In 2022, the provincial People’s Committee sets a target to have six more communes winning the new-style rural area title, with each commune meeting an average of 16 criteria; and 16 items in the ‘One Commune, One Product’ programme of the province receive at least three-star rating; and work to complete essential constructions to fulfil requirements for production development and local resident’s lives.

To realise the targets, in February, the Hoa Binh People’s Committee issued an official dispatch to accelerate the implementation of programme this year./.
