The meeting focused on the plan to merge the Party organisations of three provinces Phu Tho, Vinh Phuc, and Hoa Binh into a single Phu Tho provincial Party organisation. Participants also discussed a draft report assessing the leadership outcomes during the first half of 2025 and outlined key objectives, tasks, and solutions for the latter half of the year.
The Standing Board of the provincial Party Committee agreed that during the first six months of 2025, the Party organisation has demonstrated strong leadership over the reorganisation of the administrative apparatuses and political systems across all levels, as well as the comprehensive and effective implementation of Party building and socio-economic development tasks.
As of February 12, Hoa Binh had completed its administrative apparatus restructuring, becoming the first locality in Vietnam to pilot the new two-tier local government model—setting the stage for full implementation. Additionally, the province successfully completed the programme to eliminate dilapidated and temporary houses ahead of the May 30 deadline.
Meanwhile, Hoa Binh’s socio-economic performance has continued to show positive momentum. The gross regional domestic product (GRDP) has grown by an estimated 10%. State budget revenue reached approximately 4 trillion VND, fulfilling 72% of the annual target set by the Prime Minister. Export turnover stood at 1.145 billion USD. Cultural and social affairs have received due attention, national defence and security remain stable, and international relations continued to be expanded.
Officials agreed on the draft proposal on the merger of the three provincial Party organisations, and assigned the Hoa Binh Party Committee’s organisation board to collect feedback and submit the final report to the Phu Tho Party Committee for consolidation and onward submission to the Party Central Committee.
In his concluding remarks, Secretary of the Hoa Binh Party Committee Nguyen Phi Long stressed that restructuring the polical system is a pressing and complex task. The Standing Board has established ten working groups led by members of the board and leaders of the provincial People’s Council and People’s Committee to directly inspect the situation in the communes proposed for merger. The focuses of inspection include organisational structure, infrastructure, resource availability, and the sentiments of local officials, Party members, and residents. These groups are expected to submit their reports by June 26.
Long called on Party committees and authorities at all levels to intensify public communication efforts to build consensus, particularly among those directly affected by the restructuring. He urged local leaders to take responsibility for grasping the situation at the grassroots level, thoroiughly resolving any issue emerging, and ensuring continued resolution of citizens' complaints following the administrative unit mergers.
For the 46 newly established wards and communes, he directed that staff assignments must be finalised by June 21, with a full trial operation of local government functions to begin immediately. These include document and official email management systems, videoconferencing infrastructure, the handling of administrative procedures at the commune level, and the operational mechanisms of commune-level Party Committees, People’s Councils, and People’s Committees. The new apparatuses must operate more efficiently, ensuring uninterrupted service delivery for citizens and businesses.
He also underscored the importance of strong leadership to ensure the successful organisation of grassroots-level Party congresses for the 2025–2030 tenure and the achievement of all socio-economic targets set for 2025.
