(HBO) – In 2012, there was no studious clan in Tay Phong commune, Cao Phong district, the northern mountainous province of Hoa Binh, and only four out of ten hamlets in the locality were recognised as a studious community. There are now four studious clans and ten hamlets registered for learning community. The number of studious families has also increased three fold compared with 2012.

Chairman of the commune People’s Committee, said Tay Phong has 1,336 households
with nearly 5,400 people of Kinh, Muong and Dao ethnic groups. Locals mainly
live on agricultural production with major plants like sugar cane and orange, and
small-scale business. Living standards of local people have remained unequal and
per capita income is only 24.5 million VND per year. The Tay Phong commune
study encouragement association has been operational since August 2012.
Members
of the Lai study encouragement association in Tay Phong commune, Cao Phong
district, join the "unlocking piggy banks for learning purpose” festival.
The Tay Phong commune encouragement association has chapters in ten hamlets and
three encouragement boards with 1,279 members or 24 percent of the commune’s
population.
Annually, the communal encouragement association sets forth an operation plan
to serve political, socio-economic tasks, while fulfilling its function of
developing the campaign of "learning family, learning community, learning
unit.”
Since 2012, there have been no students dropping out of school or repeating
their academic years in Tay Phong. Meanwhile, primary and secondary education
universalisation has been maintained in the locality.
The association has coordinated with the community learning centre to scope out
learning demand of locals in order to open short-term vocational training
courses on planting citrus trees and raising chickens.
Local young couples have also been equipped with knowledge about reproductive
health and gender equality.
Activities of
clubs at residential areas have been maintained to create conditions for club
members to exchange production experience, contributing to improving living skills
and productivity.
The registration for study encouragement titles has been conducted yearly.
A spotlight of the study encouragement work in Tay Phong is the campaign
encouraging each family member of the association to save money in piggy banks
for learning purpose. The communal study encouragement association has signed a
coordination programme with the elderly association to implement the campaign.
Thanks to the communications work, members of the Tay Phong study encouragement
association have been aware of practical benefits of saving money in piggy
banks. As a result, in 2013, 517 households in the commune saved 245 million
VND. The numbers increased to 835 households and 513 million VND in 2017. Doi,
Bam and Nep hamlets are the most outstanding localities in this campaign.
Annually, the Tay Phong study encouragement association presents gifts to
outstanding students and teachers at all levels, thus creating an impulse for
the study encouragement movement in the commune./.
Following the direction of the Vietnam Women's Union (VWU) Central Committee, the Hoa Binh provincial Women's Union has proactively and extensively implemented the "Godmother" programme with various practical and creative solutions to support and care for children who become orphans due to the COVID-19 pandemic and other causes.
