In a move to implement Resolution No. 57-NQ/TW, issued on December 22, 2024 by the Politburo, which targets breakthroughs in science-technology development, innovation, and digital transformation, the Hoa Binh provincial Department of Health has issued a plan to roll out the "Digital Literacy for All” campaign within the local health sector.
A dedicated digital literacy task force has been established at the department to drive this initiative, aiming to popularise foundational knowledge of digital transformation and digital skills among health workers and the wider public, ensuring that no one is left behind in the health sector’s digital journey.
The Hoa Binh provincial General Hospital has emerged as a leader in digital transformation efforts within the local healthcare sector, significantly improving the quality of healthcare services.
Previously, Bui Van Son from Nhan Nghia commune, Lac Son district, had to get up early and endure long waits each time he took his mother to the provincial General Hospital – queuing to register, pay fees, and collect results, often losing an entire workday. Today, the landscape has changed.
"The first time, a health worker helped me download an app, set up a digital health record, book appointments, and make payments using a QR code,” he shared. "It felt unfamiliar at first, but I got used to it after a few times. Now it only takes a few minutes on my phone. We arrive at the hospital and see the doctor right on time – no more long waits. My mother is happy, and I feel much more at ease.”
Such stories reflect the Hoa Binh health sector’s commitment to a people-centred digital transformation - delivering more convenient, modern, and compassionate healthcare services.
The Hoa Binh provincial General Hospital has been a pioneer in implementing digital health records, becoming the first medical facility in the province and the 38th out of 1,300 nationwide to do so, since January 1, 2023. Today, all of its departments and units are equipped with networked computers. Software systems such as HIS (Hospital Information System), LIS (Laboratory Information System), PACS (Picture Archiving and Communication System), and other support applications have been fully integrated. In line with national digital transformation goals, the hospital has also enhanced cashless payment by collaborating with VietinBank and Viettel. The implementation includes hospital-wide QR code displays and integration with the Viettel-HIS management system.
Bui Thu Hang, Director of the Hoa Binh Department of Health, said the "Digital Literacy for All" campaign marks a significant milestone in the sector’s digitisation. Digital transformation is not just as an investment in technology or software, but as a widespread movement that begins with awareness and drives action, she said.
The campaign’s primary goal is for 80% of the sector's workers to become familiar with and able to use digital platforms and services in their work by the end of 2025. By 2026, the target is for 100% to use them proficiently.
To achieve this, the department has developed a comprehensive communications plan to raise awareness and provide digital skills training across its entire workforce. It will also ramp up communication efforts through its official channels and hold an annual "Digital Transformation Day” to educate the staff and encourage the use of digital services.
In parallel, the campaign seeks to improve digital literacy among the public. Residents will be guided in how to use online tools to book appointments, make payments, and manage personal health records. Healthcare facilities are also forming a network of digital social work teams to assist patients in accessing digital services during hospital visits.
Moreover, the department is promoting the "Digital Health Family” initiative across the staff, encouraging each household to have at least one tech-savvy member capable of supporting others in using digital health services. It is working in partnership with local community-based digital teams and the Ho Chi Minh Communist Youth Union to help patients and their families use the national VNeID platform to access their electronic health records and digital healthcare services.
As the Fourth Industrial Revolution continues to transform every facet of life, the Hoa Binh health sector’s proactive embrace of digital transformation is a clear testament to its renewed thinking and determination to deliver a smart and modern healthcare system providing better services in the digital age.
Da Bac is the most disadvantaged mountainous district in Hoa Binh province, with ethnic minorities accounting for about 90% of its population. Over the past years, the district has mobilised resources to implement ethnic policies to improve the quality of life of local people.

The Steering Committee for Tobacco Harm Prevention and Control of Hoa Binh province, in coordination with the Tobacco Harm Prevention and Control Fund, held a ceremony on May 28 in response to the World No Tobacco Day (May 31) and the National No Tobacco Week (from May 25 to 31). Since 2021, the Center for Industrial Promotion and Industrial Development Consulting (CIIDC) under the Department of Industry and Trade has been implementing a school lighting model as part of the plan for using energy efficiently and economically in Hoa Binh Province in the pẻiod of 2021 - 2025. In the 2024 - 2025 school year, the entire Hoa Binh provincial education sector includes 520 educational institutions and schools. Among them are 13 ethnic boarding schools with 153 classes and 4,487 students. Four of these schools have met national standards, reaching 30.7 percent.
By early 2025, Luong Son district will have maintained its achievement of having all 10 communes meet the new rural development (NRD) standards, including two of them having reached advanced and exemplary levels. This year, the district sets an ambitious goal to increase the number of advanced communes to five, with two more attaining exemplary status. This effort marks a significant breakthrough in the final year of implementing the 2021 - 2025 national target program on new rural development.
