Hoa Binh is known as a land with a rich history and culture, one of the cradles of ancient Vietnamese people. The province is home to many ethnic groups, among which Muong people are indigenous inhabitants, sharing the same origin as the ancient Vietnamese people. The Muong people live in many northern provinces, but a majority resides in Hoa Binh province, along with famous "Hoa Binh Culture" that has created the beauty of the land and its people.


The province boasts beautiful natural landscapes, adjacent to the capital city of Hanoi, which offers favourable conditions for comprehensive socio-economic development, especially in industries, high-tech agriculture, tourism, high-quality healthcare, and education. 

Grasping the viewpoint and policy of the Party and State on sustainable cultural development, the provincial Party Committee and People's Committee have ordered strengthening measures to create consensus among cadres and residents about boosting socio-economic development and popularising cultural values of Hoa Binh, thereby bringing about positive changes in their mindset, awareness, and actions. 

Good traditional cultural values of the ethnic groups has been preserved and developed. Attention has been paid to attracting investment, showcasing the potential, strengths, and images of Hoa Binh and people to businesses, investors, domestic and international tourists, aiming to popularise the locality that boasts a rich culture and a desire for development in the future. 

On January 31, 2024, the provincial People's Committee issued Plan No. 19/KH-UBND to implement the communication plan for the 2022 – 2025 period which focus on disseminating the Party's viewpoints and directions on building the political system; the results of the implementation of the 13th National Party Congress’s and the 17th Provincial Party Congress’s resolutions; the province’s policies relating to investment attraction as well as economic, cultural, and social development, and strengthening national defence and security. The popularisation of the homeland and people of Hoa Binh will be speed up, along with traditional cultural values, the history of the land and the Muong people, the province's achievements in various fields and exemplary individuals and good deeds. 

The plan seeks to build the image of Hoa Binh province as a safe and attractive destination with friendly and hospitable people, highlighting its potential in socio-economic development, tourism, high-tech agriculture, investment cooperation opportunities, cultural traditions, tourism, and distinctive products through the mass media. 

The coordination between Hoa Binh province and central press agencies in the communication work will be enhanced, ensuring accurate and timely reporting which is in line with the Party's viewpoints and policies of the State and the locality. 

It is necessary to orient information relating to issues of public concern, and promptly refute false information that adversely affects Hoa Binh's image. 

The communication work should create a distinct impression of Hoa Binh province, driving tourism development, attracting investment resources to the province, especially foreign investment, making breakthroughs in key sectors. 

It is essential to strengthen communication to popularise Hoa Binh's culture and people to international friends through the mass media, social networks and facilitating favourable conditions for foreign journalists to work in the province, thus affirming its good cultural values, advantages, and investment incentives; attracting investment to develop tourism and enhancing the reputation and position of the locality.

There are 10 communes meet new rural standards in Tan Lac distict
