(HBO) – It is far away from the center of the district about 16 km, as one commune in 135 Area of Lac Son district, 90% of the population is Muong Ethnic Minority, the people’s living conditions are so difficult, but the valuable thing is that the staff and people in Van Son commune (Lac Son) always highly appreciate the study and invest in studying. Thanks to that tradition, over the past years, although the highland commune has had a lot of difficulties, Van Son has always been a typical outstanding representative in encouraging study and talent in the district.
The encouragement study Association of Lac Son commune awarded the pupils in Van Son commune who achieved high results in their study.

Van Son commune has 1,011 households with more than 4,500 people. At the end of December 2017, the commune has 1,048 members of study encouragement association (accounted for 24% of the commune population).
Talking about the activities of study and talent encouragement, Mr. Bui Van Thuan, the Chairman of the commune study encouragement Association said: because studiousness is a good tradition of the locality, the movements of study and talent encouragement receive the enthusiastic participations and supports from the local people when being implemented. In the commune, there are some arisen typical study encouragement movements, such as "Raise pig saving banks for study encouragement” with more than 500 ones, with the annual income of over 15 million dongs; the movement "Drum Study Encouragement” is being implemented in 65% villages in the commune; the movement "Three Supporters” support 10 pupils with difficult living conditions to study.
Although the commune belongs to the special difficult area, the families and clans in the commune understand the meaning of building "Study Encouragement Funds” and respond enthusiastically and actively. At present, the clans have built "Study Encouragement Funds” with the total income of nearly 18 million dongs. The commune’s "Study Encouragement Funds” reached about 19,5 million dongs. This budget is being used rightly to the regulations and to the right people, which makes people trust in. It mainly focuses on rewarding and supporting students to overcome the difficult situations with the total income of more than 35 million dongs.
In the commune, there are more and more typical study families, such as families of Bui Van Quyet (Rang village), Bui Van Ich (Bui village),etc; and some typical study communities like clans of Bui Van Nin (Moi village), Bui Xuan Nhung (Rang village), Bui Van Nhoi (Khu village),etc.
Therefore, the education quality in the commune has been improved a lot with some achievements. For many years, the commune has no pupils leaving school, the rate of transferring pupils is 100%; pupils going to school at the right age has risen gradually. By December 2017, the whole commune has 56% of the households achieving the standard of "Study family”, 20% of the clans getting "Study clan”, 75% of agencies and offices getting the title "Study Unit” and 54% achieving "Study Community”.
Following the direction of the Vietnam Women's Union (VWU) Central Committee, the Hoa Binh provincial Women's Union has proactively and extensively implemented the "Godmother" programme with various practical and creative solutions to support and care for children who become orphans due to the COVID-19 pandemic and other causes. As many as 448 children have received both material and spiritual assistance in the 2021–2025 period.

Da Bac is the most disadvantaged mountainous district in Hoa Binh province, with ethnic minorities accounting for about 90% of its population. Over the past years, the district has mobilised resources to implement ethnic policies to improve the quality of life of local people.

The Steering Committee for Tobacco Harm Prevention and Control of Hoa Binh province, in coordination with the Tobacco Harm Prevention and Control Fund, held a ceremony on May 28 in response to the World No Tobacco Day (May 31) and the National No Tobacco Week (from May 25 to 31).
