(HBO) – 2016 marked a milestone of Luong Son district, Hoa Binh province in industrial and urban development and new-style rural area building. The district now leads the province in the drive with seven out of 19 communes meeting national new-style rural standards. It sets to become a new-style rural district by 2020 and plans to have four more communes getting the status in 2017, including Thanh Luong, Cao Ram, Tan Vinh, and Cao Duong.

joining hands to build new-style rural areas

Luong Son district started the new-style rural building programme from scratch in 2011. Understanding the situation, the district People’s Committee issued a plan to implement the campaign "Luong Son joins hands to build new-style rural areas” across the district.

It also worked to raise public awareness of the contents and the significance of the national programme made the best use of investments to improve rural infrastructure.

However, to the locals here, "new-style rural area” does not mean new clean concrete roads, completed cultural facilities and decent medical stations but the development of many effective production models.

According to Vice Chairman of the district People’s Committee Nguyen Van Danh, the district has a great advantage in agriculture so that it required a breakthrough in the field to improve local incomes and living standards, the key factors to measure the success of the programme.

The district has directed authorities at commune-level to carry out agricultural reforms and assist local farmers in applying advanced technology and develop large-scale farms.

It has helped the farmers expand clean and organic vegetable farms and other effective fruit farming and livestock breeding models.

The district People’s Committee has signed an agreement with the Institute of Land Management and Rural Development to establish an organic vegetable supply chain.

The district now has 13 groups for growing organic vegetables and three organic farming cooperatives with about 200 members in total.

The total area for organic vegetables in the district has spread across 20.2 hectares in seven communes, generating an average income of 200 million VND per hectare.

By the end of 2016, the district fulfilled 16 out of 19 criteria set for a new-style rural area, with its income per capita reaching 38 million VND and the poverty rate dropping to 6.43 percent.

The quality of education, health care, culture and environment has been improved while the socio-political system at grass-root levels has been consolidated and developed. Social security and order in communes have been kept stable.

Efforts made to realise new style rural area goals

Local authorities and people have made huge contributions to rosy achievements in building new style rural areas. However, the decisive factors are the leadership and strategic development plans. Based on the province’s master plan on socio-economic development by 2020 with vision to 2030, Luong Son district has launched plans for sectors, localities, industrial zones and new-style rural areas. It has focused on taking measures to realise the project on agricultural restructuring in combination with new-style rural building. In addition, it also pays attention to branching out information and technology, trade, service and tourism.

According to Luong Son district’s steering board for national target programmes, the district needs nearly 950 billion VND (41.8 million USD) to meet its new-style rural area building targets for 2016-2020.

"To realise the set goals by 2020, the district will continue to enhance communication work as well as provide training for communal officials to carry out the programme. It will use capital for production development efficiently and develop key products. Meanwhile, financial resources for essential infrastructure will be prioritised in communes registering to fulfill targets in 2017”, stressed Nguyen Van Danh, Vice Chairman of the district People’s Committee.
