In recent years, An Nghia commune, located in Lac Son district, has stepped up administrative reform, focusing on improving the quality and efficiency of its single-window service unit for receiving and processing administrative procedures. These improvements have helped create favourable conditions for local residents and organisations to handle administrative procedures, contributing to the commune’s broader socio-economic development.

The commune’s single-window service unit has become
increasingly efficient thanks to adequate investment in modern equipment and
the adoption of information technology in administrative procedure processing.
These measures have reduced the need for multiple visits, cutting costs for
both individuals and organisations.
In addition, the communal People’s Committee has conducted a
thorough review of all administrative procedures, publicised guidelines, and
made a hotline number of the People's Committee available to promptly receive
and address citizens’ feedback and concerns during service delivery.
As of mid-May 2025, An Nghia had received 246 administrative
dossiers, of which 244 were submitted online. Of these, 241 applications were
resolved, including 238 handled ahead of schedule. No complaints or petitions
regarding administrative procedures were filed, according to local authorities.
"Over 90% of the commune's population are ethnic
minority people, many of whom face challenges in legal literacy and digital
access," noted Bui Van Luan, Vice Chairman of the An Nghia People’s
Committee, adding that yet, thanks to efforts to improve the efficiency of the
single-window service unit, over 70% of residents are now using the national
online public service portal to handle their administrative needs.
In the time to come, the commune plans to further strengthen
and enhance the quality of administrative reform, particularly through the
single-window and inter-agency single-window mechanisms. It aims to promptly
publicise and standardise newly issued, amended, or supplemented procedures in
accordance with decisions from the provincial People's Committee. The local
administration will also proactively receive and address public feedback and
recommendations on administrative procedure regulations.
Efforts will be intensified to raise awareness among
officials and residents about the building of friendly and people-centred
governance. In parallel, the commune will implement training and
capacity-building plans to improve the professionalism of its civil servants,
and continue to expand the application of information technology to its
administrative reform initiatives.
