Building a foundation for digital citizenship
"Digital Literacy for All" is a core initiative aimed at turning the Party’s directives in Resolution No. 57-NQ/TW into tangible progress. Inspired by the historical "Bình dan hoc vu "Mass Education" movement launched by President Ho Chi Minh which helped eliminate illiteracy after the 1945 August Revolution, the movement serves as a bridge between the past and the future, enabling people from all walks of life, including students, workers, farmers, civil servants, and armed forces personnel, to access and apply digital tools in daily life and professional activities.
On November 18, 2024, during a meeting with teachers and education administrators ahead of Vietnam Teachers' Day, Party General Secretary To Lam emphasised the urgent need to launch the "Digital Literacy for All” movement, aiming to be continuous and far-reaching one, with a strong focus on equipping communities in remote and disadvantaged areas with digital awareness and essential skills. This is not just the responsibility of the Party, government, and social-political organisations but it calls on every citizen to be proactive in learning, sharing, and applying digital knowledge to help build a progressive society in the digital age.
On May 15, 2025, the provincial Steering Committee for Science, Technology, Innovation, and Digital Transformation hosted the Digital Transformation Day and launched the 2025 edition of the "Digital Literacy for All” campaign. Addressing the event, Nguyen Phi Long, alternate Member of the Party Central Committee and Secretary of the provincial Party Committee, stressed the importance of universal digital education in closing the digital divide, enhancing national competitiveness, and ensuring inclusive digital participation. The campaign aims to empower farmers and rural communities to understand and master digital tools, thus enabling them to participate more fully in the digital economy and society.
Deputy Minister of Science and Technology Bui The Duy also underscored that while digital transformation is an inevitable trend, it is a long-term journey that requires the active involvement of the entire political system. The "Digital Literacy for All” campaign must become a regular effort to ensure that digital transformation genuinely improves people’s lives.
Mobilizing the Entire Political System
To ensure widespread participation in digital transformation, Hòa Bình has called on the entire political system to take action. Party committees, government agencies, the Vietnam Fatherland Front, and local organizations have each developed concrete implementation plans. Notably, the Provincial Youth Union has mobilized youth volunteers to provide digital skills training for local communities. By May 2025, more than 1,000 youth members had participated in hands-on training and guidance efforts across 151 communes, wards, and townships.
Nguyễn Duy Tư, Secretary of the Provincial Youth Union, shared that during the campaign launch, youth volunteers collaborated with provincial police and telecom providers to help residents install and use digital services at Phương Lâm Market in Hòa Bình City. The Union has also launched "Digital Literacy Teams" led by local youth to spread digital knowledge and practical skills, particularly IT fundamentals and essential digital tools. Partnering with VNPT Hòa Bình, they have rolled out a 30-day initiative to promote VNPT Smart CA digital signatures. They also organized an online contest to raise awareness of Resolution No. 57-NQ/TW. "We see this as a new learning revolution where young people not only offer technical help but also show the real-life benefits of digital literacy,” Tư said.
The provincial police consider digital transformation not just a technological task but a political mission that must place citizens at the center. "Digital transformation must be for everyone should be left behind,” a representative affirmed. Success means making people feel confident and empowered when using digital IDs (VNeID) and public services online.
Looking ahead, Hòa Bình aims to restructure all IT infrastructure within Party agencies using cloud computing by 2027, fully implement all national digital platforms transferred by the central government, and complete the Provincial Party Committee’s integrated data center by 2028.
Bùi Đức Hinh, Deputy Secretary of the Provincial Party Committee and Chairman of the Provincial People’s Committee, affirmed that the "Digital Literacy for All” campaign aims to equip every citizen, especially those in remote, mountainous, and ethnic minority areas, with essential digital skills to ensure inclusivity in the digital era.
To transform the campaign from a short-term initiative into a long-term strategic mission, Chairman Hinh outlined several key actions: increase public communication, provide practical digital skills training, establish digital support volunteer teams at villages and neighborhoods, and leverage the leadership of youth union members, teachers, police officers, and grassroots digital task forces. The province will also strengthen partnerships with telecom and tech enterprises to develop the digital infrastructure needed to serve all residents effectively.
